Note on FY 2020 Data: The sharp increase in active contract holders between FY 2019 and FY 2020 primarily reflects GSA's implementation of the Multiple Award Schedule (MAS) Consolidation. GSA merged 24 legacy schedules into a single solicitation system, which changed how active contract records and multi-schedule vendors were categorized. Following the completion of this transition, the pool of active small business vendors has settled around ~6,500 to ~7,100 firms, while total federal spending on schedules has continued to accelerate.
