The WOSB Program Purge: How to Win in a Smaller Pool

The landscape for Women-Owned Small Businesses (WOSB) has officially shifted, and with change could come opportunity for firms to dive right into those changes.

The Great WOSB Reduction of 2026

Between 2024 and 2025, the SBA granted extensions to WOSB firms with a clear warning: Get formally certified or lose your status. That grace period is over. As of this spring, the SBA and SAM.gov have completed a "Final Purge," stripping the WOSB tag from every firm that failed to submit formal documentation.

Look at how the competitive pool has shrunk:

Through 2023 - ~50,000+ - Self-Certified - High noise, many ineligible firms crowding the market

2024-2025 - 24,000 - Transitional - SBA extensions kept numbers high during the portal move

 The New Math: Why This Is Your Best Opportunity Since 2000

The federal government still has a congressionally mandated target to spend 5% of all federal dollars with WOSBs which is about $26 Billion annually.

- Old Era (50,000 firms): The "average" WOSB firm had a shot at roughly $500,000 in sales. Which is a nice source of revenue but usually for the government to matter to a business it needs to be revenue of over a $1 Million annually.

- New Era (14,000 firms): That same pie is now divided among far fewer players, pushing the average potential to $1.8 Million per firm. Now we are well over that threshold.

How to Prosper in the "Reshuffled Deck"

If you want to capitalize on this smaller, elite pool of competitors, a GSA Schedule is your most powerful tool to exacerbate potential sales numbers. Here is why:

1. Eliminating Buyer Risk

Federal buyers have become increasingly terrified of working with firms that might lose their certification mid-contract. A GSA Schedule is "pre-vetted." If your status is active on your Schedule, the contracting officer knows you have survived the SBA’s 2026 audit, making you the "safe" bet.

2. The 21% Marketplace

GSA Schedules represent roughly 21% of all WOSB sales, that is going to only ~3,000 WOSB + GSA Firms. Firms on the GSA Schedule earn, on average, significantly more than those without one. It is the most direct path to hitting or exceeding that $1.8 Million average.

3. Speed to Award

With the loss of 36,000 "WOSB" firms, buyers are scrambling for new, legitimate partners. They don't have time for 12-month open-market bids. They want to go to the GSA Schedule, find a certified WOSB, and hit the "buy" button.
