8(a) Program Requirements Create Opportunities for More Applicants

The Small Business Administration (SBA) has adjusted the economic requirements for firms seeking classification as economically disadvantaged under the 8(a) Business Development Program. Previously, in 2020, the SBA established uniform definitions for the 8(a) BD Program and the economically disadvantaged women-owned small business program. As part of this initiative, the SBA introduced a method to periodically update the economic disadvantage thresholds based on the GDP price index. In 2022, this resulted in an 11.86% adjustment, which has significant implications for the 8(a) BD Program, particularly in terms of net worth, aggregate gross income, and total assets.

 

This adjustment has implications for three key criteria:

 

  • Net Worth Requirement: The net worth threshold for 8(a) eligibility has been increased. Previously set at $750 thousand it now stands at $850 thousand.

 

  • Aggregate Gross Income (AGI): The AGI benchmark has been revised upwards from $350 thousand to $400 thousand to reflect inflationary trends since 2020.

 

  • Total Assets: The threshold for total assets, including the fair market value of assets and primary residence, has been adjusted from $6 million to $6.5 million.
